Description

System Information Block Type 1 (SIB1) is a specific, crucial SIB in the 5G New Radio (NR) system, defined from 3GPP Release 15 onwards. It is transmitted on the downlink shared channel (DL-SCH) and is scheduled by the Master Information Block (MIB). Upon successful synchronization and MIB decoding, a UE must decode SIB1 to proceed with cell camping. The content of SIB1 is architected to provide two main categories of information: cell access-related parameters and the scheduling information for other SIBs (SIB2 and beyond).

Technically, SIB1 is broadcast within a defined time window (the SI-window) with a configurable periodicity, typically 160 ms. Its transmission uses the same numerology as the remaining minimum system information (RMSI), which it is a part of. Key information elements within SIB1 include the PLMN identity list, which tells the UE which networks the cell belongs to; cell barring and reservation information, which indicates if the cell is available for access; a tracking area code; and cell identity. Furthermore, it contains the si-SchedulingInfo, which provides a mapping list detailing the periodicity and transmission window for every other SIB type that the network broadcasts.

The role of SIB1 is central to network access control and system information management. By reading SIB1, a UE can immediately determine if it is permitted to select the cell for camping based on its subscribed PLMN and the cell's barring status. If access is allowed, the UE uses the scheduling info to efficiently acquire all other necessary system information (e.g., SIB2 for radio resource configuration) without blind searching, conserving battery life. In 5G's flexible architecture, SIB1 also carries information relevant to network slicing, such as the cell-specific slice selection assistance information (cell-SSAI). Its design ensures that the most time-critical access parameters are delivered in a single, schedulable block, separating them from less frequently changing configuration details in other SIBs.

Purpose & Motivation

SIB1 was introduced with 5G NR to serve as the cornerstone for system information acquisition and access control in a more dynamic and service-oriented network. In previous generations like LTE, SIB1 also played a scheduling role, but the 5G design refined its purpose and content to align with new requirements like ultra-reliable low-latency communication (URLLC), massive IoT, and network slicing. The primary problem it solves is providing a UE with the minimum necessary information to make an immediate 'go/no-go' decision for cell access and to efficiently plan the acquisition of all other system data.

The motivation stems from the need for faster initial access and more efficient UE power saving in 5G. By consolidating cell barring, PLMN ID, and scheduling information into one block scheduled directly by the MIB, a UE can quickly ascertain cell suitability. If the cell is barred or does not belong to a suitable PLMN, the UE can abandon further acquisition attempts on that cell immediately, saving time and energy during cell search. This is particularly important for energy-constrained IoT devices.

Furthermore, the explicit scheduling information for other SIBs in SIB1 provides predictability and flexibility. The network can configure different periodicities for different SIBs based on how often their information changes (e.g., SIBs with neighbor cell lists might be broadcast more frequently than those with less volatile data). This structured approach, initiated by SIB1, addresses the limitations of less granular scheduling, allowing for optimized radio resource usage for system information broadcast and enabling the scalable introduction of new SIB types for future 5G features.
