Description
The P-RNTI is a crucial identifier within the LTE and NR radio access networks, specifically designed for paging procedures. It is a fixed, predefined value (FFFE in hexadecimal) that is not assigned to a specific UE but is common to all UEs within a cell or paging area. Its primary function is to signal, via the Physical Downlink Control Channel (PDCCH), that a paging message is scheduled on the Physical Downlink Shared Channel (PDSCH) for a specific paging occasion. When a UE is in RRC_IDLE or RRC_INACTIVE state, it periodically wakes up to monitor its designated paging occasions for the P-RNTI on the PDCCH. If the P-RNTI is detected, the UE decodes the associated Downlink Control Information (DCI) format 1_0 scrambled with the P-RNTI, which provides the resource allocation for the actual paging message on the PDSCH. The UE then receives and decodes the paging message to check if its UE identity (like IMSI or S-TMSI) is listed. This two-step process (PDCCH indication followed by PDSCH decoding) is highly efficient as it prevents UEs from having to decode the full PDSCH channel during every paging occasion, thereby conserving significant battery power. The P-RNTI is integral to the network's ability to initiate mobile-terminated services, such as incoming calls or data sessions, and to notify UEs of system information changes or for ETWS/CMAS alerts.
